I have not seen the actual URL for this listed anywhere, so here it is:

If you want to have a line with no phone on it, you can use the dummy ESN number 13800111111.

    awesome dude.. you just saved me 20 bucks.. i also have the same thing to say about Shiznit.. your information really helped.. because, the site is not very intuitive about how to change the ESN.. i guess verizon wants to discourage people moving to used handsets.. however, they still want to make the customer pay 20 bucks.. i guess its their sad way of trying to make the best of the situation..
